Understanding the DAFT Residence Permit: Why Rent to a DAFTer?

A potential tenant would like to rent a property, but they do not yet have a residence permit or a work contract, because they are moving to the Netherlands under DAFT. What is the DAFT residence permit, and why rent to a DAFTer, even though they don't meet the usual qualifications?
The Dutch American Friendship Treaty (DAFT) is a bilateral agreement between the United States and the Netherlands established on March 27, 1956. It allows American citizens to obtain Dutch residence permits as self-employed entrepreneurs.

Steps to qualify for DAFT residence permit:
Apply for DAFT as U.S. passport holders with no criminal record. Currently, IND issues residence permits while DAFTers complete the remaining steps.
Secure housing.
Register with the Gemeente and obtain a BSN.
Register a new business with the KVK.
Open a business bank account in the Netherlands, and invest and maintain €4500 for the duration of the residence permit.
Key Points for Rental Agents and Landlords:
Housing is required to qualify for the DAFT residence permit.
DAFTers must be self-employed. While partners of DAFT holders may seek traditional employment, DAFTers can only work for their registered Dutch business.
The initial residence permit is valid for two years. If the applicant has maintained all of the requirements for the first two years, the residence permit can be renewed for an additional five years after a stringent IND review.
DAFT holders are not eligible for social housing or other social benefits.
